Education Consolidation and Improvement Act (ECIA) materials, 1982-1983 [state publication].

This series consists of handbooks for Chapters I and II of the Education Consolidation and Improvement Act (ECIA), P.L. 97-35. The general intent of the Act is that local educational agencies have more flexibility in complying with the legal requirements in certain program areas authorized by Title I of the Elementary and Secondary Education Act (ESEA). The Act is administered by the Division of Administrative and Financial Services, Federal Programs Unit. It involves funds for children who are educationally deprived, in institutions for the neglected or delinquent, migrant, or in eligible private schools. It is also concerned with basic skills, reading, mathematics, and communication; Reading Is Fundamental; Arts in Education; Alcohol and Drug Abuse, the National Diffusion Network, and Educational Television Programming. The handbooks contain information on federal regulations, block grant implementation schedules, administrative and fiscal requirements, provisions, purposes, and activities, applications, forms, reports, circulars, guidance instruction, complaint procedures, and other subjects. The documents illustrate the department's role in implementing federal programs in the state. Materials on ESEA may be found in the series of that title.
